“Covid-19”, Estados Unidos y China: La Dialéctica del Pantano Estratégico En Las Relaciones Internacionales

No existe un método científico que permita predicciones precisas sobre el futuro del sistema global, ya que todas las propuestas que indican y predicen el declive o el ascenso de las potencias mundiales siguen estando sujetas al debate y a la incertidumbre. En consecuencia, la crisis de la pandemia “Covid-19” logra volver a plantear interrogantes sobre el equilibrio del poder global, pero aquí debe tenerse en cuenta (contrariamente a lo que es común entre muchas élites académicas) que los cambios a nivel de las relaciones internacionales, ya no están sujetos en gran medida a un juego de suma cero (Juego sin suma no cero).

En otras palabras, un aumento de la influencia y el poder de un país no significan necesariamente que otros países pierdan su influencia. Además, el hecho de que un país sea el más poderoso del mundo, ya no significa que detente el monopolio del poder, ya que se ha vuelto fácil para individuos y grupos acumular y emplear un poder influyente. En este contexto, podemos abordar los intentos de las élites intelectuales y políticas de investigar la problemática de la realidad mundial emergente a la luz de las repercusiones del brote de Covid-19, relacionadas con la comparación dialéctica entre el poder en ascenso de China y la disminución de la posición de los Estados Unidos.

 

Aquí hay que llamar la atención sobre el hecho de que esta disminución se debe al cambio en la naturaleza del orden mundial, más que a la debilidad militar o política de los Estados Unidos (o ambos). A medida que este sistema se ha vuelto no polar, y esto inevitablemente, no sólo es el resultado del creciente poder de otros países y del fracaso de los Estados Unidos (que sigue siendo la mayor comunidad única de poder) para gestionar el sistema global, sino que también es una consecuencia inevitable de esta serie de cambios profundos que han afectado a la estructura de la sociedad global. Por lo tanto, todas las repercusiones de la pandemia “Covid-19” llegaron a confirmar la verdad y el realismo de estos cambios.

 

A la luz de lo anterior, las relaciones internacionales contemporáneas se basan en un patrón de poder distribuido en lugar de concentrado. Por lo tanto, muchas potencias dependen de este patrón para su bienestar económico y estabilidad política. Por lo tanto, estas fuerzas lógicamente no favorecen confrontar y perturbar un régimen que sirve a sus intereses, ya que hay una intersección y entrelazamiento de influencia. En consecuencia, este es un patrón en el que los Estados Unidos siguen desempeñando un papel central que trabaja para reducir los conflictos entre las principales potencias y que, definitivamente, producirá soluciones basadas en ecuaciones distintas de cero.

 

Sin embargo, con todos estos hechos lógicos, no podemos ignorar los signos de interrogación:

 

¿Cómo se estabiliza la verdadera influencia del poder de los Estados Unidos, no estabilizada por más de 20 o 25 años?

 

Y a juzgar por la conclusión basada en la extrapolación de las causas de la caída de los imperios y la realidad de la política global actual, es evidente que la disminución relativa a largo plazo del poder de los Estados Unidos continuará independientemente de los intentos de restaurarla. En consecuencia, la cuestión lógica puede convertirse (al menos en el ámbito de la investigación científica y académica):

 

No si China se convertirá en la primera superpotencia del mundo, sino ¿cuándo?

 

En conclusión, aunque tratemos de no entrar en el enfoque empantanado de investigación de cuestiones estratégicas fundamentales relacionadas con la predicción del futuro de las potencias mundiales, parece que no hay escapatoria para nosotros de sumergirnos en medio de estos pantanos. Estos llevan en cada una de sus profundidades el placer adicional de extrapolar el futuro de las relaciones internacionales. En consecuencia, con respecto a China y en el caso de que trascendamos algunos de los conceptos académicos antes mencionados, el profundo e importante atolladero estratégico académico que debe ser buceado (que muchas élites políticas y académicas evitan de profundizar) es:

 

¿Realmente China quiere (o está pensando) en asumir la responsabilidad de liderar el mundo? y si tiene este deseo, ¿está listo para hacerlo? y ¿sirve eso a sus intereses estratégicos en el momento actual?

 

Este atolladero estratégico, según las repercusiones de la pandemia Covid-19 y los cambios que se están produciendo a nivel de las relaciones internacionales, plantea muchas dialécticas relacionadas con el intento de extrapolar el futuro de la política global y de los principales actores de la misma. En medio de esta realidad,es posible abordar la problemática de la clasificación del sistema global relacionada con los términos unipolar,bipolar o multipolar,etc., que se han vuelto sin sentido.

 

Sobre la base del realismo de los enfoques intelectuales, parece algo difícil ver un sistema global controlado por un polo, o incluso varios polos. Esto se debe a muchos factores cualitativos, ya sean culturales, económicos o políticos, que se han convertido en uno de los determinantes más importantes de las relaciones internacionales:

 

·     No hay un solo Estado que disfrute de superioridad en todos los elementos de poder [1].

 

·  Las repercusiones de la era del conocimiento (cruzando fronteras políticas, culturales y de seguridad).

 ·   El surgimiento del fenómeno del terrorismo en todas sus manifestaciones. 

 

·   Problemas de las cuestiones medioambientales, la demografía y los problemas migratorios.

 

·  El ritmo de los desarrollos científicos y tecnológicos a todos los niveles

 

·   El entrelazamiento de la economía mundial y la multiplicidad de la influencia de muchas fuerzas dentro de ella [2].

 

·  Cambios en los criterios para medir la capacidad militar [3].

 

Por lo tanto, se puede decir que el mundo de las relaciones internacionales está sujeto hoy a un sistema sin polaridad, como resultado del inevitable patrón de cambios que han aumentado las complejidades asociadas con las cuestiones de terrorismo, medio ambiente, tecnología, medios de comunicación, virus (reales y electrónicos) y problemas culturales, etcétera. Este patrón soporta el sistema no polar, de acuerdo con varias direcciones, incluyendo:

 

·     Muchos flujos tienen lugar fuera del control de los Estados y, por lo tanto, limitan la influencia de las principales potencias.

 

·   Algunos acontecimientos sirven a los países regionalmente y aumentan el margen de su eficacia e independencia [4].

 

·        La existencia de una enorme riqueza sujeta a las garras de individuos y nuevas fuerzas activas.

 

A la luz de lo anterior, podemos decir que actualmente estamos en una era alejada de las clasificaciones clásicas asociadas con el término polaridad, sin mencionar la dificultad de entender plenamente estos enormes cambios radicales en las relaciones internacionales (ya sea en términos de la estructura de la economía global o la realidad de la política global). Donde, ha quedado claro que la dinámica del sistema global continúa moviéndose y complicándose.

 

Por lo tanto, debe tenerse en cuenta, incluso si el sistema de no polaridad es inevitable, que merece precaución, ya que puede generar más aleatoriedad y vacío a nivel político mundial. Por lo tanto, aquí es necesario examinar el dilema de cómo encontrar ese tipo de equilibrio en torno a la formación del mundo no polar. Pone esto inevitablemente en tela de juicio el alcance de la posibilidad de un consenso mundial en torno a estos nuevos equilibrios.

 

Aquí, cuando hablamos de equilibrios en las relaciones internacionales, invocamos el hecho de que el patrón de regularidad no surgirá por sí solo. Incluso si se deja funcionar el sistema global (no polar) de acuerdo con su propio enfoque, eso inevitablemente lo hará más complejo y se dirigirá hacia más caos. Esto es lo menos que se puede concluir de la confusión sobre cómo hacer frente a la crisis de la pandemia de Covid-19 y las llamadas guerras de máscaras médicas.

 

En consecuencia, la consideración debe orientarse hacia los riesgos potenciales, ya que el orden mundial (no polar) complicará la diplomacia política y las alianzas perderán gran parte de su importancia, porque requieren una visión estratégica para hacer frente a amenazas y compromisos predecibles.

 

Pero inevitablemente no se espera que todo esto esté disponible en un mundo no polar. Sobre la base de eso, esos riesgos (a pesar de la existencia de muchos problemáticas dialécticas a nivel de las tendencias de la evolución del sistema global, que hacen que predecir escenarios futuros sea una tarea científica desalentadora), requieren plantear interrogantes sobre la naturaleza de las fuerzas capaces de tomar la iniciativa y sumergirse en las profundidades de asumir la responsabilidad de liderar la política global.

[1] El término superpotencia única ya no es apropiado a la luz de la realidad actual de múltiples centros de poder. Por ejemplo, China ha demostrado que Estados Unidos no puede abordar unilateralmente el expediente nuclear de Corea del Norte, y es el que tiene la influencia efectiva en esta cuestión. Además, la capacidad de Estados Unidos para presionar a Irán está en gran medida sujeta a su no conflicto con los intereses estratégicos directos de China y Rusia.

 

[2] Así lo demuestran las circunstancias de las negociaciones en la Organización Mundial del Comercio y la dificultad para llegar a acuerdos en la Ronda de Doha desde 2001.

 

[3] Por ejemplo, los acontecimientos del 11 de septiembre demostraron cómo una pequeña inversión de individuos puede inclinar escalas globales a nivel militar, de seguridad, político e incluso económico. Del mismo modo, la victoria de Hezbolá en la guerra de julio de 2006 (que fue lanzada por el estado de ocupación israelí) demuestra que las armas modernas más avanzadas y caras no pueden ganar guerras, ya que un grupo entrenado de armas ligeras puede demostrar que son capaces de enfrentarse a los ejércitos más grandes y mejor armados.

"COVID-19", The United States and China: The Strategic Quagmire Dialectic in International Relations

There is no scientific method that allows accurate predictions about the future of the global system, as all propositions that indicate and predict the decline or rise of world powers remain subject to debate and uncertainty. Consequently, if the crisis of the "Covid19" pandemic manages to re-raise question marks about the global balance of power, but here it must be taken into account (contrary to what is common among many academic elites) that changes in these balances at the level of international relations, are no longer subject to Largely to a zero-sum game(Non Zero-Sum Game).

 

In other words, an increase in the influence and power of a country does not necessarily mean that other countries lose their influence. Also, the fact that a country is the most powerful country in the world, this no longer means its monopoly on power, as it has become easy for individuals and groups to accumulate and employ influential power.

 

In this context, we can address the attempts of intellectual and political elites to research the problematic of the emerging global reality in light of the repercussions of the Covid-19 outbreak, related to the dialectic comparison between China's rising power and the declining standing of the United States.

Here, attention should be drawn to the fact that this decline is due to the change in the nature of the world order, more than to the military or political weakness of the United States (or both). As this system has become Non-Polar, and this inevitably, is not only a result of the growing power of other countries and the failure of the United States (which is still the largest single community of power) to manage the global system, but is also an inevitable consequence of this array of profound changes that have affected the structure of global society.

 

Therefore, all the repercussions of the "Covid19" pandemic came to confirm the truth and realism of these changes.

 

In light of the foregoing, contemporary international relations are based on a pattern of distributed rather than concentrated power. So, many powers depend on this pattern for their economic well-being and political stability. Therefore, these forces logically do not favor confronting and disrupting a regime that serves their interests, as there is an intersection and intertwining of influence. Consequently, this is a pattern in which the United States still plays a central role that works to reduce conflicts between the major powers, and that definitely will produce solutions based on non-zero equations. However, with all these logical facts, we cannot ignore the question marks raised about:

 

How is the real influence of the power of the United States, not stabilized for more than 20 or 25 years?

 

And judging from the conclusion based on extrapolating the causes of the fall of empires and the reality of current global politics, it is evident that the long-term relative decline in the power of the United States will continue regardless of attempts to restore it. Accordingly, the logical question may become (at least in the scope of scientific and academic research):

 

Not if China will become the world's first superpower, but when?

 

In conclusion, if we methodically ,try not to enter the research approach in the swamps of fundamental strategic questions related to predicting the future of world powers, but it seems that there is no escape for us from diving into the midst of these swamps, which carry in each of its depths additional pleasure from the pleasures of extrapolating the future of international relations. Accordingly, with regard to China and in the event that we transcend some of the aforementioned academic concepts, the deep and most important academic strategic quagmire that should be dived (which many political and academic elites avoid from delving into its depths) is:

Does China really want(or is thinking) about assuming the responsibility of leading the world? and if it has this desire, Is it ready to do so? and Does that serve its strategic interests at the present time?

 

This strategic quagmire, according to the repercussions of the Covid_19 pandemic and the changes taking place at the level of international relations, raises many dialectic related to the attempt to extrapolate the future of global politics and the main actors in it. In the midst of this reality, it is possible to deal with the problematic of the classification of the global system related to the terms unipolar, bipolar, or multipolar..etc, which have become meaningless. Based on the realism of intellectual approaches, it seems somewhat difficult to see a global system controlled by one pole, or even several poles. This is due to many qualitative factors, whether cultural, economic or political, which have become one of the most important determinants of international relations, including, for example, but not limited to:

1-  There is no single state that enjoys superiority in all elements of power ([1]).

2-  The repercussions of the knowledge age(crossing political, cultural and security boundaries).

3-  The emergence of the phenomenon of terrorism in all its manifestations.

4-  Problems of the environmental issue, demography and migration issues.

5-  The pace of scientific and technological developments at all levels.

6-  The intertwining of global economy and the multiplicity of the influence of many forces within it ([2]).

7-  Shifts in criteria for measuring military capability ([3]).

Thus, it can be said that the world of international relations is subject today to a polarless system, as a result of the inevitable pattern of changes that have increased the complexities associated with issues of terrorism, the environment, technology, media, viruses (real and electronic) and cultural problematics ..etc. This pattern supports the non-polar system, according to several directions, including:

1-      Many flows take place outside the control of states and thus limit the influence of the major powers.

2-      Some developments that serve Regional Countries and increase the margin of their effectiveness and independence ([4]).

3-      The existence of enormous wealth subject to the grip of individuals and new active forces.

 

In light of the foregoing, we can say that we are currently in an era far from the classical classifications associated with the term polarity, not to mention the difficulty of fully understanding these huge radical shifts in international relations (whether in terms of the structure of the global economy or the reality of global politics). Where, it has become clear that the global system dynamics continues to move and complicate.

 

Therefore, it must be taken into account, even if the non-polarity system is inevitable but deserves caution, as it may generate more randomness and vacuum at the global political level. Thus, here it is necessary to examine the dilemma of how to find that kind of equilibrium around the formation of the non-polar world. This, inevitably, calls into question the extent of the possibility of a global consensus around these new balances?

Here, when we talk about balances in international relations, we invoke the fact that the pattern of regularity will not arise on its own. Even if the (non-polar) global system is left to operate according to its own approach, that will inevitably make it more complex and head towards more chaos. This is the least that can be concluded from confusion about how to deal with the Covid-19 pandemic crisis, and the so-called medical mask wars.

 

Accordingly, consideration must be directed towards the potential risks, as the global order(Non-polar) will complicate political diplomacy, and alliances will lose much of their importance, because they require a strategic vision to confront predictable threats and commitments. But inevitably all of this is not expected to be available in a non-polar world.

 

Based on that, those risks (despite the existence of many problematic and dialectic at the level of the trends of the evolution of the global system, which make predicting future scenarios a daunting scientific task) require raising question marks about the nature of the forces that are able to take the initiative and dive into the depths of taking responsibility for leading global politics?



[1] The term sole superpower is no longer appropriate in light of the current reality of multiple centers of power. For example, China has proven that the United States cannot unilaterally address North Korea's nuclear file, and it is the one who has the effective influence on this issue. Also, the ability of the United States to pressure Iran is largely subject to its non-conflict with the direct strategic interests of China and Russia.

[2] This is evidenced by the circumstances of the negotiations in the World Trade Organization, and the difficulty in reaching agreements in the Doha Round since 2001.

[3] For example, the events of September 11th demonstrated how a small investment by individuals can tip global scales on the military, security, political, and even economic levels. Likewise, Hezbollah's victory in the July 2006 war (which was launched by the Israeli occupation state) proves that the most advanced and expensive modern weapons cannot win wars, as  trained group of armed with light weapons can prove that they are able to confront the largest and best-armed armies.

كوفيد 19 والولايات المتحدة والصين: جدلية المستنقع الاستراتيجي في العلاقات الدولية

 ليس هناك منهج علمي يسمح بتنبؤات دقيقة حول مستقبل النظام العالمي، وبالتالي فإن جميع الطروحات التي تشير وتتنبأ بأفول أو صعود القوى العالمية، تبقى خاضعة للنقاش وعدم اليقين. فإذا استطاعت أزمة جائحة "كوفيد 19" إعادة  طرح علامات الاستفهام حول موازين القوى العالمية، ولكن هنا يجب الأخذ بعين الأعتبار (على عكس ما هو شائع لدى كثير من النخب الأكاديمية)، بأن التغيرات في موازين القوى على مستوى العلاقات الدولية، لم تعد خاضعة إلى حد كبير إلى لعبة صفرية النتائج (Non Zero-Sum Game). بمعنى، أن زيادة نفوذ وسلطة وقوة دولة ما، لا تعني بالضرورة، فقدان الدول الأخرى لنفوذها. كما أن كون دولة ما، هي أقوى دولة في العالم، فهذا لم يعد يعني احتكارها للقوة، إذ بات من السهل بالنسبة للأفراد والجماعات أن يراكموا ويوظفوا قوة مؤثرة.

وفي هذا السياق، يمكن لنا التطرق إلى إشكالية محاولة النخب الفكرية والسياسية البحث في إشكاليات الواقع العالمي المستجد على ضؤ تداعيات جائجة كوفيد 19، والمتعلقة بجدلية المقارنة بين قوة الصين المتصاعدة ومكانة الولايات المتحدة المتراجعة. وهنا يجب لفت الانتباه، إلى أن هذا التراجع يعود إلى التغير في طبيعة النظام العالمي، أكثر مما يعود إلى ضعف الولايات المتحدة العسكري أو السياسي أو الاثنيـن معاً. إذ إن هذا النظام بات عديم القطبية، وذلك ليس ببساطة ناتجاً فقط عن تعاظم قوة دول أخرى وفشل الولايات المتحدة بإدارة النظام العالمي(التي ما زالت تشكل أكبر مجتمع منفرد للقوة)، ولكنه أيضاً نتيجة حتمية نسق التغيرات العميقة الذي أصاب بنية المجتمع العالمي. وبناء على ذلك، لقد جاءت كل تداعيات جائحة "كوفيد19"، لتؤكد على حقيقة وواقع هذه التغيرات.

وعلى نور ما تقدم، باتت العلاقات الدولية المعاصرة، ترتكز على نسق ذو قوة موزعة أكثر مما هي مركزة، والكثير من القوى تعتمد على هذا النسق في رفاهيتها الاقتصادية واستقرارها السياسي. لذلك، فهي لا تحبذ مواجهة وعرقلة نظام يخدم مصالحها، إذ يوجد هنالك تقاطع وتشابك في النفوذ. وبالتالي، هذا النسق التي ما زالت تؤدي فيه الولايات المتحدة دوراً مركزياً، يحتم الحد من صراع القوى، وهو الصراع الذي حكماً سيُنتج الحلول القائمة على المعادلات غير الصفرية. ولكن ومع  كل تلك المعطيات، لا يمكننا تجاهل طرح علامات استفهام حول:

كيف إن النفوذ الحقيقي لقوة الولايات المتحدة، لم يستقر لأكثر من 20 أو 25 عام؟   

وفقاً إلى الاستنتاج المبني على استقراء حيثيات سقوط الامبراطوريات وواقع السياسة العالمية، يتضح أن الانحدار النسبي طويل الأجل لقوة الولايات المتحدة، سيبقى مستمراً  بغض النظر عن محاولات استدراكه. وبناء على ذلك، قد يصبح السؤال المنطقي (على الأقل في نطاق البحث العلمي والأكاديمي):

ليس إذا كانت الصين سوف تصبح القوة العظمى الأولى عالمياً، بل متى؟

وفي المحصلة، إذا كنا منهجياً نحاول ألا ندخل المقاربة البحثية في مستنقعات التساؤلات الجوهرية الاستراتيجية، المتعلقة بالتنبأ بمستقبل القوى العالمية، لكن يبدو أنه لا مهرب لنا من الغوص في غمار تلك المستنقعات التي تحمل في كل من أعماقها متعة إضافية من متع استقراء مستقبل العلاقات الدولية. وبناء عليه وفيما يتعلق بالصين، وفي حال تجاوزنا بعض المفاهيم الأكاديمية سابقة الذكر، قد يكون المستنقع الاستراتيجي الأكاديمي العميق والأهم الواجب الغوص به( والذي تتجنب الكثير من النخب السياسية والأكاديمية، من الغوص في أعماقه)، هو:

هل ترغب الصين أو تُفكر فعلياً بتولي مسؤولية قيادة العالم، وفي حال كانت لديها هذه الرغبة فهل هي جاهزة لفعل ذلك، وهل ذلك يخدم مصالحها الاستراتيجية في الوقت الحالي؟

 

وهذا المستنقع الاستراتيجي، وفقاً لتداعيات جائحة كوفيد19 والتغيرات الحاصلة على مستوى العلاقات الدولية، يطرح الكثير من الإشكاليات التي تتعلق بمحاولة استشراق مستقبل السياسة العالمية والفاعلين الأساسيين فيها. وفي خضم هذا الواقع، يمكن تناول إشكاليات تصنيف النظام العالمي والمرتبطة بمصطلحات الأحادية القطبية أو الثنائية أو المتعددة الأقطاب..الخ، والتي باتت بلا معنى. ففي ظل واقع المقاربات الفكرية والواقعية، يبدو من الصعوبة بمكان ما، رؤية نظام عالمي يتحكم فيه قطب واحد أو حتى عدة أقطاب. وذلك بسبب عوامل نوعية كثيرة سواء كانت ثقافية أو اقتصادية أو سياسية، والتي أصبحت من أهم محددات العلاقات الدولية، ومنها على سبيل المثال لا الحصر:

1-      لا توجد دولة واحدة، تتمتع بتفوق في جميع عناصر القوة([1]).

2-      تداعيات عصر المعرفة العابر للحدود السياسية والثقافية والأمنية.

3-      بروز ظاهرة الإرهاب بكافة تجلياتها.

4-      إشكاليات المسألة البيئية وقضايا الديمغرافيا والهجرة.

5-      وتيرة التطورات العلمية والكنولوجية على كافة المستويات.

6-      تشابك الاقتصاد العالمي، وتعدد نفوذ كثير من القوى بداخله([2]).

7-      التحولات في معايير قياس القدرة العسكرية([3]).

وبالتالي يمكن القول، إن عالم العلاقات الدولية خاضع اليوم لنظام عديم القطبية، نتيجة حتمية نسق التغيرات التي زادت من حجم التعقيدات المرتبطة بقضايا الإرهاب، والبيئة، والتكنولوجيا، والإعلام، والفيروسات الحقيقية والالكترونية..الخ. وهذا النسق يدعم النظام عديم القطبية، وفقاً لعدة اتجاهات، ومنها:

1-      كثير من التدفقات تتم خارج سيطرة الدول وبالتالي تحد من نفوذ  القوى الكبرى.

2-   بعض التطورات تخدم الدول الإقليمية وتزيد من هامش فاعليتها واستقلالها([4]).

3-   وجود ثروات هائلة تخضع لقبضة أفراد وقوى فاعلة جديدة.

وعلى نور ما تقدم، يجب التنبيه إلى أننا حالياً في عصر بعيد كل البعد عن التصنيفيات الكلاسيكية المرتبطة بمصطلح القطبية، ناهيك بصعوبة فهم هذه التحولات البنيوية الضخمة في العلاقات الدولية على صعيد هيكلية الاقتصاد العالمي وواقع السياسة العالمية، فهماً كاملاً، إذ أن صيرورة النظام العالمي تواصل حركتها وتعقيداتها.

وبالتالي يجب الأخذ بعين الأعتبار، حتى لو كان نظام عدم القطبية حتمياً، ولكنه يستوجب الحذر، فقد يولد مزيداً من العشوائية. وبالتالي، منطقياً الإشكالية تكمن في كيفية إيجاد ذلك النوع من التوازنات حول تشكيل عالم عدم القطبية، والذي يحتاج إلى توافق عالمي؟

وهنا عندما نتحدث عن التوازنات في العلاقات الدولية، نستحضر حقيقة أن نسق الانتظام لن ينشأ من تلقاء نفسه. وحتى في حال تم ترك النظام العالمي(عديم القطبية) يعمل وفقاً لنهجه الخاص، ذلك سيجعله أكثر تعقيداً ويتجه نحو المزيد من الفوضى، وهذا أقله ما يمكن استنتاجه من التخبط في كيفية التعامل مع أزمة جائحة كوفيد19، وما يسمى حروب الأقنعة الطبية.

وبناء عليه، يجب توجيه النظر صوب المخاطر المحتملة، فالنظام العالمي عديم القطبية سيُعقد الديبلوماسية السياسية، وستفقد التحالفات الكثير من أهميتها، لأنها تتطلب وجود رؤية استراتيجية لمواجهة تهديدات والتزامات يمكن التنبؤ بها، وكل هذا من المتوقع ألا يكون متاحاً في عالم عديم القطبية. واستناداً إلى ذلك، تتطلب تلك المخاطر(على الرغم من وجود كثير من الإشكاليات والجدليات المطروحة على مستوى اتجاهات تطور النظام العالمي، والتي تجعل من التنبؤ بسيناريوهات المستقبل، مهمة علمية شاقة) طرح جملة تساؤلات حول طبيعة القوى القادرة على تولي زمام المبادرة  والغوص في أعماق تحمل مسؤولية قيادة السياسة العالمية



([1])  فإصطلاح الدولة العظمى الوحيدة، لم يعد ملائم في ظل واقع تعدد مراكز القوى الحالي. فمثلاً، أثبتت الصين أن الولايات المتحدة لا يمكنها التفرد بمعالجة الملف النووي لكورية الشمالية، وهي صاحبة التأثير الفاعل في هذه المسألة. كما أن قدرة الولايات المتحدة على الضغط على إيران تخضع بشكل كبير إلى عدم تعارضها مع المصالح الاسترايجية المباشرة لكل من الصين وروسيا.  

([2]) هذا ما تدل عليه حيثيات المفاوضات في منظمة التجارة العالمية، وصعوبة الوصول إلى اتفاقيات في جولة الدوحة منذ العام 2001.

([3])  على سبيل المثال أوضحت أحداث 11 أيلول  كيف أن استثماراً صغيراً من قبل أفراد يمكن أن يقلب موازين عالمية، على المستوى العسكري والأمني والسياسي وحتى الاقتصادي. وكذلك انتصار حزب الله في حرب تموز 2006 (التي شنتها دولة الاحتلال الإسرائيلي)، تثبت أن أكثر الأسلحة الحديثة تطوراً وتكلفة ليس بإمكانها حسم الحروب، إذ إن أعداداً مدربة من الأفراد المسلحين تسليحاً خفيفاً، يمكن أن يثبتوا أنهم أكثر من ند، لعدد أكبر من قوات جيوش أفضل تسليحاً.

([4])  فمثلاً استطاعت دول كالهند وباكستان (وإيران مؤخراً)، فرض دخولها إلى النادي النووي، كأمر واقع على المجتمع العالمي.
