Where the demographic distribution  assumes new realities of entrepreneurship, as well as new needs for the development of different scientific and academic groups. So, demographic development targets specific innovation and transformation strategies (such as the silver economy), that seek to transcend negative stereotypes associated with ageing.

Paper: Economic Dynamic and Demographic Problematic of the Welfare State in Europe

Europe is expected to face a decline in the number of working-age population and a possible decline in the size of the labor force. Inevitably, this reality will raise strategic questions about the available European options and alternatives, especially at the level of the dialectical relationship between demographic growth, the welfare state. 

It is clear that the future of the welfare state in Europe stands on unstable economic ground. Which will have fateful implications at all levels. As a result of declining demographic growth, rising aging, and widening social, economic and political inequality, Europe's long-term welfare state is in question. 

Consequently, these changes will result in a number of challenges that are likely to be of great importance in the coming decades. Therefore, this reality requires raising many question marks related to the following problematic: 

Can protect the welfare state and continue economic growth under the weight of a declining fertility rate and a high aging rate? Is there a current model (European or global) that confirms this?

España Y Retos Socioeconómicos De Llos Cambios Demográficos




España se enfrenta a importantes retos socioeconómicos como consecuencia de los cambios demográficos que está experimentando desde hace varias décadas. Es el país del UE con menor tasa de natalidad, 1,19 hijos/mujer en 2021, y la esperanza de vida ha aumentado hasta los 83,3 años al nacer. 



Esto comporta un envejecimiento de la población que plantea varios desafíos asociados al aumento de los años de dependencia económica de las personas mayores y a la intensidad de la demanda de servicios de salud y cuidados personales de la población de mayor edad. 






En definitiva, los cambios demográficos en España plantean desafíos socioeconómicos relevantes y preguntas: 



¿Cómo se puede garantizar un nivel de bienestar y calidad de vida adecuada a todos los ciudadanos en el contexto de los cambios demográficos en curso? 

¿Cuáles son las políticas públicas mejores para hacer frente a los desafíos socioeconómicos planteados? 

¿Qué cambios deben introducirse en el mercado de trabajo para gestionar adecuadamente los recursos laborales y asegurar un futuro sostenible a la población más joven? 

¿Qué actuaciones deben ponerse en marcha para equilibrar la oferta y la demanda de servicios sociales y sanitarios en España? 

¿Qué reformas necesitará el sistema público de pensiones para reforzar su sostenibilidad? 

¿Qué soluciones se pueden diseñar para afrontar los retos del envejecimiento en las zonas más despobladas? 

¿Qué perfiles y puestos de trabajo se requieren para garantizar el bienestar de la población más envejecida? 

¿Qué se puede hacer para mejorar el acceso de los jóvenes al mercado de la vivienda?

European Science Diplomacy

 


Given the rapidly evolving geopolitical and scientific-technological landscape, Europe needs to act strategically and develop an ambitious European framework for science diplomacy. 

This framework should build on the legacy of European science diplomacy and the number of existing activities and initiatives at EU level and in Member States. 

This framework should harness the expertise and skills of the fast-growing community of European science diplomacy scholars and practitioners. This framework should identify synergies and maximise the EU-added value of collaborative action, including through appropriate linkages between research and foreign policy instruments, creating spaces for interaction between the scientific and diplomatic communities. 

This framework should serve to define the principles on which European science diplomacy action should be based, building on the EU’s Global Approach to Research and Innovation. This framework should re-imagine European science diplomacy in a fragmented, multipolar world and reflect on its use as a soft and as a hard power, based on the concept of being as open as possible, but as closed as necessary. 

This framework should reflect on how European diplomacy can become more strategic, effective, and resilient through the use of scientific evidence and foresight, including by enabling diplomacy to deal with the opportunities and risks of disruptive technologies. 

This framework should facilitate the development of science-based solutions for tackling the increasing pressures by public and private actors on the global commons, such as the Arctic, the Oceans, and Low-Earth Orbit, and support a rules-based multilateralism. 

This framework should leverage the impact of research and innovation to tackle systemic global challenges like climate change, biodiversity loss, and environmental pollution, and to achieve the Sustainable Development Goals, thereby creating better livelihoods for all. 


This framework should strengthen the role of science diplomacy in EU and Member State diplomatic missions, including through science counsellors, and foster the EU’s global science diplomacy outreach, e.g., by engaging with scientists in the diaspora and alumni of mobility schemes.

Abstract:

Demographic patterns associated with increasing aging have serious implications for European societies, where there will be strategic changes with a polarizing effect. Therefore, while the projections are made under the "Everything according to pure economic equation is under control" assumption, we will point out in our article that these projections must be accompanied by compromises within the broader political and cultural. Where, it does not make sense to deal with the dilemmas of aging as if they were an economic issue unrelated to the political future of Europe, if not its own destiny. Consequently, one must question how to recreate culture, economy, and politics, especially if leaders and political elites continue to focus only on financial engineering while neglecting the political and security dilemmas of aging.

Abstract

The paper focuses on the problematic of the demography and immigration, that have been intertwined with crises linked to issues of scientific knowledge, economic interests, political conflicts. Which can be considered one of the most complex challenges facing EuropeAccordingly, in this paper we will discuss the dialectics related to:   

-    Whether the European economic model is sustainable politically and demographically?

-          How European political and bureaucratic elites face the deep political and cultural divisions associated with these challenges, that will eventually decide the future of Europe?

Research methodology is based on the fact that overcoming the intellectual inertia and adopting a multidimensional demographic methodology. Therefore, the methodology is based on re-reading those problematic from the cultural, political perspectives, and the resulting fateful and strategic implications.

Thesis paper indicates that the reality of Europe and its future clearly needs to rethink many assumptions about how best to defend it. A first step in this path is for European leaders to put more attention to everything that is cultural and political versus everything that is purely economic

Accordingly, the European minds need to step outside their "comfort zone", and prepare new mental maps in order to understand the reality and future of Europe. This is at least what can be inferred from the recent challenges posed by the migration crisis in 2015, as well as the various crises related to the war between Russia and Ukraine in 2022.
