Environmental issue in international relations

Salam al Rabadi : researcher and author in international relations\ spain.

The importance of the study of the environmental issue in international relations from casting a spotlight on the thorny topics and problems Dealing with human life and his future in the fields of security, politics, economy, knowledge, culture. They reflect the reality of global variables, associated with a range of strategic themes in terms of world politics. Including: energy and natural resources, the effects of technological progress, limits of military power, human rights, sustainable development, demographic issue, food security, terrorism, ecological political..

We have begun the major turning point in the consideration of environmental issues through the emergence of a substantial problems related to the development and the new context of international relations.this problems are :

1-      What are the possibilities and capabilities theory (philosophical) and realism,of international relations for the management of conflict between humans and nature?

2-      Can we say : that international relations are no longer based on the principle of conflict of interest and not on the principle of a clash of civilizations but on the principle of struggle for survival?

3-      Is a difficult equation in international relations are: appropriate between the ability to improve the standard of living and human freedom in the use of resources to meet the needs and between finding a clean environment?

4-      Are we facing a new global patterns in international relations?

International relations were based on the nature of the relationship between human beings. despite the complexity of this relationship but we can say that the level of the relationship between humans and nature may be more complex. which is essentially can not be separated about the nature of the relations between human beings and human beings.

This fact poses a variety of dialectics concerning differentiation between industrialized countries and developing countries.there is the problem of priorities and then problematic appropriate.so,

1-      is it realistic and justice to developing countries bear their responsibilities towards global environmental issues without bearing the responsibility of industrialized countries towards global environmental issues faced by the developing countries?

2-      How can the developing countries to be more humane with environmental issues relating to the ozone layer and help find solutions to them. on the other hand,no one helps developing countries in addressing other environmental issues,water-related: desertification and drought as a problem?

The realism also assumes require the appropriate priority between local interests and a commitment to global issues. it must open the way for states to be able to implement international conventions, according to local priorities.and this can not happen without international assistance most notably in terms of technology transfer.

If these facts reflect the contrast in visions and goals.is there a policy and creative diplomacy can approach these dilemmas environmental scientific approach viable? are political institutions and bureaucracy capable of that? or that invisible hands in the markets will play their own game? will the approach to environmental issues in the event of failure of processors approach to economic policy (the logic of the market)? are we facing a new environmental approach based on market mechanisms in the treatment?

Clearly : show us the global changes associated with the issue of the environment that the level of security in international relations has changed profoundly. the issue of environmental support us package or a collection of information and impressions that go us about the prospects for a renewed mind which will be centered on a sense of movement to keep pace with the world and its issues fixed and mobile . and also the image of the future will be based on a vision of a new global patterns. At the stage of evolution .

Where it would not be feasible to rely on classic laparoscopic instruments to read the facts in the era of post-modernism In order to understand the framing variables and transformations in renewable reality of international relations.

These data reflect the nature of the relationship between nature and culture which evolved according to the following:

1-      it is the era of the dominance of nature on culture, to the era of manufacturing (the era of the dominance of the manufacturing culture on nature) .

2-      Here we are now in an era in which exhausted nature and its recovery is being artificially under the slogan: preserving the environment as a form of culture.

so, Does the reality of contemporary international relations has moved today into a new era title: from the culture and go back to the culture?????
